Securities Board's policies and programs: These are the main 15 points

 Data portal to be developed: The board has mentioned that the portal will be developed to properly manage the official information flow of listed companies from NEPSE. Through which investors will be able to know the information of all listed companies from a single portal. The board has claimed that this portal will be operational within the coming year.

3. Reforms in IPO issuance and review of allotment limit: The board is going to review the limit for issuing shares and the allotment limit. Currently, there is a provision that companies in the manufacturing sector can issue only 10 percent of the issued capital, while in the case of banks and financial institutions, there is a minimum limit of 30 percent. Similarly, there is a provision that a minimum of 10 shares should be given during the allotment, but in the case of shares issued through the bookbuilding method, there is a minimum limit of 50 shares. The board has stated that this provision will be reviewed. Similarly, the board has stated that if necessary, the financial statements of the organization will be reviewed and examined by an external expert.

4. Review of shares to be allocated to qualified institutional investors and the general public: The board has stated that it will review the shares to be allocated to institutional investors and the general public, giving priority to the book building method.

5. Develop a new index: The board has stated that it will maintain the current NEPSE index as an all-equity index and develop a new index based on tradable shares (free float shares) and use it as a benchmark index, and on that basis, it will make arrangements to review the circuit breaker rules.

6. Integrating accounts: The board has mentioned in its policy and program that it will integrate trading accounts, demat accounts, and bank accounts through a securities broker. It has stated that after integration, arrangements will be made to complete the purchase transaction only after it is confirmed that the required amount is available in the investor's bank account.

7. Lock-in period of collective investment funds will be removed: During the IPO issuance, a 5 percent quota has been set for collective investment funds. However, a lock-in period of 6 months has been set for them to sell these shares. The board has stated that such a lock-in period will be removed. The board says that this arrangement is being made to maintain a balance of demand and supply after listing.

8. SME Platform and Auction Market to be Operated: The board has stated that the SME Platform will be operated through NEPSE. In which securities of companies with paid-up capital of less than 250 million rupees will be traded. Similarly, the board has stated that the auction market will be operated.

9. Index Diversification: The NEPSE index is going to be diversified on the basis of capital, return, liquidity, etc. It is mentioned that indices like NEPSE 30, NEPSE HiCap will be introduced. Similarly, the board has stated that it will work to collaborate with the prevailing index calculation organization to make the NEPSE index in line with established international standards.

10. Renewal fee for 2 years: The board has stated that it will amend the regulations so that the renewal fee charged every year for demat accounts and my share accounts will be for two years.

11. Government bond trading: The board has stated that it will demat government bonds and other financial instruments and arrange for trading in the secondary market through an automated system. The board has stated that it will develop a retail government bond platform and trade treasury bills and development bonds in the secondary market.

12. Arrangements for intraday, short selling and securities lending and borrowing operations: The board has stated that short selling arrangements will be made so that investors can get returns even when the market declines. The board's policy and program states that appropriate arrangements will be made for intraday trading, which involves buying or selling shares in the same day and taking profits.

13. NRN participation: The board has been repeating this issue in its policies and programs time and again. For this, the study report prepared by the board mentions that coordination will be done with the concerned bodies for the implementation of the proposed reform suggestions. Similarly, the board has stated that it will take forward the legal and structural arrangements.

14. Involving funds: The board has stated that it will take initiatives to create an environment for investment in diverse asset classes by empowering institutional investors such as Employees Provident Fund, Citizens Investment Fund, Social Security Fund, and Pension Fund.

15. Operating a commodity market: The board has stated that it will study and prepare a consultation paper for operating a commodity exchange to enable contract trading based on Nepali commodities.
